A study concluded that no realistic or practical use can be made of the existing building to satisfy the current and projected future needs of the Division of Parole and Probation operations and recommended constructing a new multistory office building and parking structure. In the October 2002 report to Governor Kenny Guinn on the NDOC, it was recommended that Nevada should establish non-incarceration sanctions for technical offenders, so that Parole and Probation can manage these offenders without returning them to prison.
